The project, taking place in Throston Grange, Hartlepool, is being delivered by Esh Construction in partnership with Thirteen Group.
It will see improvements made to 297 properties.
Andrew Harrow, framework manager at Esh Construction, said: “The Throston Grange scheme is another example of how our partnership with Thirteen Group is delivering meaningful improvements to homes and communities.
“Through the Capital Investment Framework, we’ve developed a robust structure that allows us to deliver multiple schemes simultaneously, always with a customer-first approach.
“We’re proud to be playing a role in enhancing the quality, safety, and energy efficiency of homes across the region.”
The scheme, awarded through Thirteen’s Capital Investment Framework, forms part of the housing association’s broader investment programme launched in 2023 to upgrade thousands of homes across the North East and Yorkshire.
Works in Throston Grange will include kitchen replacements, partial electrical upgrades, and the removal of electric fires.
External improvements will cover fencing, canopies, and roofline upgrades.
Thirteen Group has worked closely with residents, offering them choices to personalise their homes and involving them in the planning process.
Rubie Dixon-Lee, investment area manager at Thirteen Group, said: “We’re committed to investing in our customers’ homes to make sure they meet their needs now and in the future.
“We’re continuing to deliver significant improvements to thousands of homes, and this investment in Hartlepool is another great example where we’re creating modern homes that our customers are proud to live in.”
The Throston Grange refurbishment is part of Thirteen’s wider £58 million investment plans across the North East and Yorkshire.
It follows other recent schemes delivered by Esh’s affordable housing refurbishment division.
A £3.5 million project at Bramley Court saw major heating upgrades at the 46-home assisted living scheme.
A further £1 million has been invested in energy-efficiency improvements to 150 homes across the Salters Lane and Humphreys estates in Stockton-on-Tees and Thornaby.
The Throston Grange project is expected to be completed by spring 2026.
